A purpose-built public toilet block is set to expand Freshwater Beach amenities near the northern playground, adding a toddler toilet, accessible facilities and a family change room.
Facilities For Families And Beachgoers
The standalone building is intended to make visits more convenient for swimmers, surfers, families, visitors and other people using Freshwater Beach and its reserve throughout the year.
Its facilities will include accessible toilets, a family change room and unisex handwashing facilities. A toddler-specific toilet will be incorporated within the accessibility and family change room, making it the first toddler toilet included in public amenities on the Northern Beaches.
The building will be positioned at the northern end of Freshwater Beach Reserve, close to the new playground. Its placement is intended to support people using the beach, playground and reserve.
Freshwater Beach Amenities Follow Community Consultation
Plans for the building have progressed after community consultation and a further review of the concept design. Construction is scheduled to begin in August 2026.
The project forms part of the staged implementation of the Freshwater Coastal Open Space Masterplan, which was developed in 2017 and 2018 and adopted in May 2018. Detailed designs were presented for community feedback in July and August 2022 before works began in December 2023.
The masterplan is guiding the first major renewal of the area since the 1980s, with works addressing general amenity, accessibility, play areas and maintenance needs.
Completed improvements include an accessible ramp, stairs, handrails and landscaping, as well as picnic shelters, barbecues, a viewing platform and refreshed carpark line marking. An accessible playground opened in November 2024, with its final equipment installed in December 2025.
A smaller playground at the southern end of the beach was also renewed in February 2026. Designed for toddlers and younger children, it includes climbing structures, slides, swings, a dune buggy rocker and synthetic grass. The renewed playground meets current Australian Standards.
Completion Expected In 2027
The new building will add family and accessible facilities near the northern playground as the broader reserve improvements continue.
Construction is expected to be completed in April 2027, weather permitting.
